The framework of the digital competence of the health care worker is an important tool for the implementation of educational initiatives and the formation of state policy aimed at increasing the level of digital literacy, the practical use of digital technology tools and services by specialists in the medical field of various directions and categories.
The document contains a description and structure of digital competences, which determine the amount of knowledge, skills and practical skills necessary for the effective use of modern information technology achievements in work.
The framework was prepared by: the Ministry of Health of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine, the Ministry of Education and Science of Ukraine and the National Health Service of Ukraine with the assistance of the USAID Project “Supporting Health Care Reform”.
“Presentation and practical application of the framework of digital competence of a healthcare worker in practice means raising professional standards, creating training programs for future and practicing medical and pharmaceutical workers. The framework will also promote assessment and self-assessment, bridging gaps and enhancing digital skills. As a result, there will be an improvement in the quality of service provision and the functioning of the system as a whole – this is the fulfillment of the homework on European integration,” says Deputy Minister for Digital Development Maria Karchevych.
“We are building the most convenient digital state in the world. For this, it is necessary that Ukrainians have developed digital skills. That is why we created and approved the concept of digital literacy development, developed regional concepts for the development of digital literacy, adapted the European DigiComp 2.1 and 2.2 frameworks, created the Digital Competence Framework, which was approved by the Cabinet of Ministers until 2025. Separately – for entrepreneurs, civil servants, educators and young entrepreneurs. And today – also for health care workers,” adds Valeriya Ionan, Deputy Minister for European Integration of the Ministry of Digital Transformation of Ukraine.
The framework is recommended for officials who form public policy in the field of health care, developers of professional standards and qualification characteristics, compilers of educational programs of educational institutions and institutions of advanced training, members of certification commissions.
The implementation of this document is an important step in the implementation of the National Strategy for the creation of a barrier-free space in Ukraine for the period until 2030, the Concept of the development of digital competences and the Concept of the development of electronic health care.
