THE EXECUTIVE SECRETARY OF THE ADMISSIONS COMMITTEE E.S. BURIACHKIVSKII: ON THE RESULTS OF THE ADMISSIONS OF UKRAINIAN STUDENTS TO ODESSA NATIONAL MEDICAL UNIVERSITY 2019

The Admissions Committee of Odessa National Medical University (ONMedU) is a working body of ONMedU envisaged by part one of Article 38 of the Law of Ukraine “On Higher Education”, which is created to organize admission of entrants. The Admissions Committee operates on the basis of democracy, transparency and openness in accordance with the legislation of Ukraine.
During the taking up documents, the organization of the competition among entrants to Odessa National Medical University, the Admissions Committee of ONMedU is guided by the current normative documents that regulate the work of the university and the admission of entrants to higher educational establishments of Ukraine.
The conduct of educational activities at Odessa National Medical University (ONMedU) according to the first (bachelor’s), second (master’s) and third (educational-scientific) levels of higher education is carried out in accordance with the Order of the Ministry of Education and Science of Ukraine of June 30, 2016 No. 1397l “On Licensing of Educational Activities” , Minutes No. 9/1 of the meeting of the Licensing Commission of the Ministry of Education and Science of Ukraine of 23.06.2016 (second master’s degree, identification code 02010801) and licenses of the Ministry of Education and Science of Ukraine series LV No. 00188-000482 of January 20, 2017.
Admission Regulations as modified by the Admissions Committee of Odessa National Medical University in accordance with the Terms of Admission to higher education institutions of Ukraine, approved by the order of the Ministry of Education and Science of Ukraine of October 11, 2018 No. 1096 and registered at the Ministry of Justice of Ukraine on December 21, 2018 under No. 1456/32908 , amendments to the Terms of admission to higher education institutions of Ukraine were approved by the order of the Ministry of Education and Science of Ukraine No. 760 of May 31, 2019 and registered at the Ministry of Justice of Ukraine on June 18, 2019 under number 634/33605. The admission rules were approved by the Academic Council of the University (Order No. 348-O of 27.06.2019 “On Approval of Changes to the Admission Regulations to ONMedU in 2019”).
In order to fulfill the tasks assigned to the Admissions Committee and to carry out its functions, the regulations and relevant structural units were approved by orders.
Taking up documents from the entrants who were entering the full-time and correspondence forms of study, started on 10.07.2019 at 8.00.
Entrants for the Bachelor’s Degree (Master of Medicine, Master of Pharmacy) based on Full General Secondary Education for full-time and part-time study, except for those who were eligible to compete in the entrance examinations based on Full General Secondary Education, enrollment based on an interview and enrollment within quota-1, submitted applications only in electronic form. Applicants had the opportunity to submit up to seven applications for no more than four specialties (specializations), which are subject to admission by state order. Submission of applications for a specialization to other forms of study, and also which did not envisage admission by state order, was not limited. All other categories of applicants had to submit applications in paper form only.
In 2019, ONMedU Admissions Committee accepted the certificates of the Ukrainian Center for Education Quality Assessment 2017, 2018 and 2019 in Chemistry, Biology, Mathematics, Physics, History of Ukraine, Ukrainian Language and Literature to participate in the competition for admission to the chosen specialty.
According to p. IV, Section 2 and p. XV, Section 7, Terms of Admission to the Universities of Higher Education of Ukraine in 2019, a Letter from the Directorate of Higher Education and Adult Education of the Ministry of Education and Science of Ukraine No. 27-332 dated December 29, 2018, (budget) competitive bids were opened in due time by the Admissions Committee. In accordance with the letter of the Ministry of Education and Science of Ukraine No. 1 / 9-117 dated 06.03.2019, ONMedU Admissions Committee conducted a thorough review of the submitted competitive bids submitted to the EEBO and informed the Directorate-General of Higher Education and Adult education of the Ministry of Education and Science of Ukraine about the absence of errors.
At the meeting of the Admissions Committee, the executive secretary read out the letter of the Ministry of Education and Science of Ukraine No. 3 / 748-19 dated July 24, 2019 “Concerning the completion of data verification” and stated the following: at the moment of receiving the letter, as well as during the whole admissions campaign, the Ministry of Health of Ukraine did not submit to the Unified State e-education database (EEBO) maximum amount of state procurement for the specialties “Medicine” and “Dentistry” and did not provide official confirmation of their absence. ONMedU’s proposals for maximum volumes of the state order in 2019 for the preparation of specialists of the master’s degree of medical and pharmaceutical fields on the basis of complete general secondary education and the necessary package of documents for participation in the procedure of competitive selection of contractors of state procurement were timely sent to the state customer – Ministry of Health of Ukraine.
According to p. 1, Section V of the Admission Requirements to Universities, in 2019, the formation of rating lists of entrants who enter based on the results of external independent evaluation, creative competitions and entrance examinations (including quota-1 and quota-3, quota-4 ), submission of recommendations for enrollment and publication of the list of those recommended with the notification of receiving or not receiving the right to get higher education at the expense of the state or regional budget (by state or regional order) was to be made no later than 6:00 pm on July 26, enrollment of applicants for the state or regional budget (state or regional order) was to be made not later than 12:00 on August 1.
Order of the Ministry of Health of Ukraine No. 1749 “On the state order for training of specialists, scientific and pedagogical staff, training of doctors and pharmacists in 2019”, which defines the maximum volumes of the state order, dated 05.08.2019 and published on the website of the Ministry of Health of Ukraine on August 07, 2019 , which is contrary to the terms and conditions set out in the Admission Terms. According to this order, ONMedU was not allocated any place by state order, which deprived more gifted youth and socially disadvantaged contingents from among the participants of the Southern region the opportunity to study.
ONMedU enrolled masters (medical and pharmaceutical specialists), bachelors under contractual training. The total number of applications was 3617. 524 persons were enrolled. It should be noted that in some specialties more students were enrolled than in the previous year, in particular: in the specialty 222 – Medicine for the first year, this indicator is almost three times higher than last year. A larger number of students were enrolled in the 1st year as well as in specialty 221 – Dentistry. For the second year of specialty 222 – Medicine, which had the right to enroll persons who had previously obtained the educational qualification of the junior specialist, 10 more persons than last year were enrolled.
In order to increase the awareness of the entrants, transparency and openness of the 2019 admission campaign at ONMedU, the Admissions Committee systematically informed the public about the progress and results of the admission campaign, timely ensured that the EEBO completed the required data, and also carried out the mandatory verification of the documents in the submission of documents the Quality Assessment Center for their reliability.
Updating of information in the information systems of the Unified State Electronic Database on Education took place daily throughout the work of the Admissions Committee. All enrollment orders were formed in the Unified State Electronic Database on Education.
Odessa National Medical University received electronic applications from entrants through the Unified State Electronic Database on Education.
The number of applications submitted in electronic form was more than 95%, which significantly accelerated the work of the Admissions Committee and ensured the elimination of queues when submitting documents.
In the process of reforming the health care system in Ukraine, one of the priorities is to provide rural areas with doctors. Many years of experience have shown that students born and brought up in rural areas have more tendency to stay and work there after graduation. Therefore, the main emphasis in the admission of students should be placed on young people from this category.
For the purpose of career guidance, a comprehensive plan for career guidance was developed and approved each year at ONMedU. Separately, university and faculty guidance committees were set up.
Orientation campaigning for youth involvement in ONMedU has been carried out for many areas, first of all, among graduates of secondary schools, higher medical (pharmaceutical) educational establishments of I-II levels of accreditation, medical staff of medical-preventive and pharmaceutical institutions of Odessa region.
In order to provide vocational guidance and agitation work in cities and towns of Odessa region, especially with insufficient level of medical staff, members of the Admissions Committee organized and conducted agitation and vocational guidance lectures both to the Odessa region and to cities in other regions.
According to the annual work plan, announcements of invitations to study at ONMedU were published and broadcast in the regional mass media.
Courses were organized and conducted under the guidance of leading university teachers for those who wished to gain more in-depth knowledge of competitive disciplines.
There was a consultation table at the Admissions Committee, and a reception of citizens was held daily by the executive secretary and his deputies. Admissions staff and students at the Admissions Office were systematically on duty at the Admissions Committee and provided advice to prospective students on admission requirements.
Every year the Admissions Committee organizes the Open Door Day and the Day of Choice of Occupation, which provides full information to future entrants on the concept of development of Odessa National Medical University, its perspectives, creative projects initiated at the University. All present are able to ask questions and receive a comprehensive answer. Each visitor has the opportunity to learn about the peculiarities of admission to Odessa National Medical University, to get acquainted with the material and technical base, the conditions of study, to communicate with the administration and the teaching staff, to get advice from specialists on the choice of specialty and form of study, leaflets with information about the university.
In addition, the University cooperates closely with the regional and city departments of health care in Odesa, Mykolaiv, Kherson, Kirovograd and Cherkasy regions, with which it jointly develops and implements professional orientation measures in order to form the readiness of professional choice of career among future physicians.
Admission rules to ONMEDU were also posted on the official website of the medical university on the global Internet. In addition, work has been carried out to establish contacts with the oblast and city health departments of Odessa, Mykolaiv, Kherson, Kirovograd and Cherkasy regions.
The entire list of documents stipulated by the valid Terms of Admission to the University of Higher Education of Ukraine in 2019 was published in due time on the official website of ONMedU along with contact telephone numbers, by which everyone was able to receive information on entering in 2019.
