The Ministry of Health of Ukraine unjustifiably deprives students of scholarships

The Ministry of Health baselessly deprives gifted and socially vulnerable children of scholarships, violating their legal rights. Officials return applications for scholarships without consideration.
This year, the MOH leadership refused the 5th year student of the medical faculty № 1 of the Odessa National Medical University Valerii Shcherbakov to receive the scholarship of the President of Ukraine, and to the 6th year student of the medical faculty number 1 Vladislav Vaniev, a full orphan, to receive the social scholarship of the Supreme Council of Ukraine.
We remind that in 1994 the Cabinet of Ministers of Ukraine approved the Regulations on the procedure for the appointment of academic scholarships of the President of Ukraine to students of higher educational establishments and postgraduate students. In 2002, tthe Supreme Council of Ukraine established social grants of the Supreme Council of Ukraine for students of orphans and children from low-income families in accordance with Article 53 of the Constitution of Ukraine and the Law of Ukraine “On Promotion of Social Inclusion and Development of Youth in Ukraine”.
However, officials of the Ministry of Health refuse to comply with the Constitution and laws of Ukraine, sabotaging scholarships for those students who need them most. In response to our application a.i. Director of the Department of Organizational Support Iryna Velychko wrote that “the Ministry of Health of Ukraine does not authorize Sukhin Yu.V. to perform the duties of the rector of the university”. We remind the officials that, according to the law, he was authorized by the labor collective of our university, and the court recognized the legitimacy of such appointment.
We do not understand why the secretariat of the MOH deprives talented and socially vulnerable students of state aid with its illiterate actions. Why do MOH officials continue to receive salaries at the expense of taxpayers if they do not perform their work.
