On April 24, under the chairmanship of the rector, academician Valeriш Zaporozhan, a regular meeting of the Academic Council of Odessa National Medical University was held.
The agenda was, as always, busy.
ONMedU Rector Academician Valeriш Zaporozhan highlighted the issue of changing the structure and staffing of Odessa National Medical University and made a proposal: “The reduction in the contingent of persons receiving higher education at our university over the past three years has a negative impact on the figures of the formula for distributing state budget expenditures between higher education institutions based on indicators of their educational, scientific and international activities. This leads to a decrease in funding from the general fund of the state budget, a significant reduction in own revenues to the special fund of the state budget in 2025 under program 2301070. Taking into account the proposals provided by the heads of individual structural units, I propose to carry out measures to optimize structural units and reduce the number of administrative and managerial, teaching and support staff.”
Vice-Rector for Scientific and Pedagogical Work, Associate Professor Eduard Burшachkivskyi made an analysis of the readiness of the university’s faculties for the certification of education seekers. The report concerned the measures taken by the faculties and departments of Odessa National Medical University for the successful completion of the components of the Unified State Qualification Examination (USQE) by higher education seekers in the specialties of “Medicine”, “Dentistry” and “Pharmacy, Industrial Pharmacy”. Powerful and painstaking work was carried out. In particular, 3 locations have been prepared for taking test exams in the shelter of the sports complex for 250 seats, materials for preparing for test exams are posted on the Moodle platform, an updated collection of booklets is posted on the university website. In 2024, a separate collection of “zero booklets” was added, i.e. booklets with the correct answer from the Testing Center of the Ministry of Health of Ukraine at the request of our university. A schedule of consultations by departments on disciplines included in the “KROK” integrated exams has been developed and implemented. Control by deans and departments over the use by applicants for education to prepare for the “KROK” educational module on the website of the Testing Center of the Ministry of Health of Ukraine has been strengthened.
“It should be noted separately that a lot of work has been done to prepare for the Objective Structured Clinical Examination (OSCE) in accordance with the order of the Ministry of Health of Ukraine dated 05/24/2024 No. 900 “On approval of changes to the Procedure, conditions and terms of development and conduct of the unified state qualification examination and criteria for evaluating results”. The preparation of higher education іseekers in the specialty “Pharmacy, industrial pharmacy” for the defense of qualification works is clearly and gradually underway. Based on the above, we believe that higher education seekers have prepared seriously enough for the completion of all stages of the OSCE. A separate report will be prepared on the results of the examination with analysis, conclusions and proposals and presented at the next meeting of the Academic Council of the university,” emphasized Eduard Buriachkivskyi.
A detailed report on the state of medical work at ONMedU was made by the Vice-Rector for Medical Work, Professor Lyudmila Venher. She noted that even in conditions of martial law, the employees of the University Clinic actively participate in providing all types of medical care to military personnel and civilians. The organization of medical work of the clinical departments of the university as a whole meets modern requirements and is aimed at improving the quality of the medical and diagnostic process, introducing innovations, new technologies for diagnostics, treatment and prevention of diseases, forming a healthy lifestyle, and improving the impact on population health indicators.
“We have something to be proud of. In particular, we have organized work with the ESOH; we train doctors to work in the inpatient and outpatient modules of the Health Service (MIS); we have concluded 11 packages of agreements with the National Health Service of Ukraine under medical guarantee programs, and are now preparing to sign new agreements; renewed licenses for medical practice with the expansion of specialties and licenses for the conduct of activities related to the circulation of narcotic drugs, psychotropic substances and precursors. We have done a lot, but there are still many tasks that we need to solve, for example, bringing the material and technical condition and equipment of the University Clinic into line with the requirements of the National Health Service of Ukraine”, – summed up Lyudmila Venher.
During the meeting, the Academic Council, by secret ballot with the election of a counting commission, approved the appointment of the heads of 20 university departments elected through the Competition.
Updated educational and professional programs, several important Regulations on the medical activities of the Multidisciplinary Medical Center ONMedU and the Regulations on the first round of the All-Ukrainian Competition of Student Scientific Papers were also approved.
In addition, the Academic Council supported the publication of textbooks and methodological recommendations developed with the participation of university employees.
