The raider seizure of Odessa National Medical University organized by the MOH head Ulyana Suprun has been underway for a year. It was told in an interview to RBC-Ukraine by the academician of the National Academy of Medical Sciences of Ukraine, laureate of the State Prize of Ukraine in the field of science and technology, Rector of ONMedU Valerii Zaporozhan (1994-2018).
“Suprun always acts according to the same plan: chooses a successful and profitable university, illegally dismisses the rector for any reason, appoints her strikebreaker called a.i. rector, and determines who will monitor his work. Then they prepare the university for destruction – reorganization and looting: they change vice-rectors, the higher teaching staff, so that there is no one to dispute. We have gone through it all,”he said.
According to Zaporozhan, the implementation of such a scenario by Suprun the staff of Odessa Medical University is trying to prevent. That’s why, the a.i. Minister of Health is using her authority to put pressure on the recalcitrant university.
“You remember Suprun refusing to sign the university’s budget in January. Because of this, we could not accrue salaries and scholarships, pay for utilities, do repairs. And we spend on it not budgetary, and independently earned money. The share of state funding in our budget is about 20%,”Zaporozhan explained.
He recalled that in June through the court and the Treasury the University managed to unlock the process, although there remained a question about scholarships.
“The Ministry of Health has come up with a new test for us – the university was deprived of any state-financed openings. This means that gifted students, children of ATO and OJF veterans, children from low-income families and other privileged categories will not be able to study for free, as guaranteed by the Constitution, ”the former rector said.
He also added that just a few days ago, in violation of the Constitution, the Ministry of Health returned without considering the submission of two scholarships to the President and Supreme Council of Ukraine. One of these students is a full orphan.
“Despite this, we have received thousands of applications from applicants. Many of them have brought originals of documents, that is, they want to study at our university”, – said Valerii Zaporozhan.
