On May 10-12, 2018, a scientific-practical conference with international participation “Organization and Realization of Complex Measures in Case of Mass Traumatism for the Purpose of Identification of a Person “ was held in Odesa. It was organized by the Department of Forensic Medicine of Odessa National Medical University and the Association of Forensic Physicians of Ukraine.
The main directions of the conference, in which reports were made, became the modern aspects of identification of a person during the forensic medical examination, the normative and legal provision of forensic examination with the aim of identification of a person and a new integrated approach to the issues of identification of a person in the conditions of a large number of victims (including the case of an explosive trauma).
The vice-rector on scientific and pedagogical work (on international affairs) of Odessa National Medical University, professor V.G. Marichereda greeted the participants with the introductory and welcoming words, which were followed by the greeting of the head of the Main Directorate of the National Police in Odessa region, the 3rd rank police general D.V. Golovin, the Deputy Director of the Department of Health of the Odessa Regional State Administration I.V.Ghinzhul, the Chief of the Bureau of Forensic Medical Examination of the Ministry of Health of Ukraine V.L.Kondratenko, the Head of the Department of Forensic Medicine of Shupik National Medical Academy of Postgraduate Education Professor V.D. Mishalov, the Head of the Association of Forensic Physicians of Ukraine, Honored Doctor of Ukraine, Associate Professor V.V. Voychenko and the Head of the Department of Forensic Medicine of the Odessa National Medical University, Professor G.F.Krivda.
The conference was attended by representatives of the Investigative Department of the MDNP of Odessa region, Odessa State University of Internal Expertise, Odessa Scientific-Research Experimental Forensic Center of the Ministry of Internal Affairs of Ukraine, more than 100 delegates from all regional bureaus of forensic medical examinations and teachers of discipline “Forensic Medicine” from institutions of higher education of Ukraine. In addition, the leading experts in the field of forensic medicine from the University Center for Forensic Medicine (Lausanne-Geneva, Swiss Confederation), the Vice-President of the Association of Forensic Dentists of the Federal Republic of Germany, the President of the Eastern European Association of Forensic Physicians and representatives of the Center for Forensic Medicine of the Republic of Moldova made presentations.
The second day of the conference was dedicated to the reports of representatives of the International Committee of the Red Cross in Ukraine aimed at highlighting the key role of forensic (and other judicial) expertise in the identification of unidentified bodies and the effective search for missing persons during large-scale events (such as prolonged armed conflict) in order to solve complex cases and improve the number of identities through an integrated approach and involving court experts in different disciplines.
A special issue of the professional journal “Forensic Medical Examination” was issued for the conference.
According to the results of the conference, the delegates made important decisions regarding improvement of organizational measures aimed at identifying corpses of unidentified persons.
