The staff of Odessa National Medical University continues to fight against the lawlessness and arbitrariness of the heads of the Ministry of Health of Ukraine, who have long exceeded the limit.
The team has sent a letter to the President of Ukraine, Volodymyr Zelenskii, requesting assistance in resolving the situation that has arisen due to the actions of the Ministry of Health and has been going on for more than a year. The appeal emphasizes that the fact that the MoH is the governing body of the university and the authority of the state is not a permit for violation of laws. In particular, the legislation does not allow the authority of the MoH to appoint an a.i. rector of ONMedU. However, for almost a year, for some reason, Suprun has been trying to appoint Dubinina as the head of the University . She has repeatedly organized raids on the university with the participation of paid thugs and through constant pressure and intimidation of employees and students.
Violating the law, the Ministry of Health in any way tries to block the work of ONMedU. Seven months of 2019 have already passed, and the MoH has not yet approved the university’s budget for 2019. It was for this reason that the employees were not paid salaries, scholarships were not paid to students, which led to mass layoffs of employees, and there was also no opportunity to pay for utilities and to carry out economic activities properly. The dormitories stopped getting gas supply, and there was a high risk of blackouts, which could lead to the disconnection of sick patients at university clinics from electrical appliances that support their vital functions.
The ONMedU administration proved the guilt of the Ministry of Health in court and in May it succeeded in unblocking the budget: the Treasury made payments on the basis of the court order and payment documents signed by sthe a.i. Rector Yuri Sukhin. However, the MOH went unprecedented: it stopped providing funding. Due to lack of funds, it is impossible to make payments again.
The fact that the Ministry of Health is trying to destroy the University of Odessa in any way is also evidenced by the fact that the Ministry twice tried to make the decision through the Cabinet of Ministers to merge ONMEDU with the KSMU named after S.I. Heorhiievskii through the Cabinet of Ministers. This is nonsense, since the activities of the Crimean University are being carried out today for the benefit of the aggressor state.
It seems that the MOH is just brazenly goofing on people who do not really have the means to live. ONMedU students and staff are on the verge of survival. We are outraged and shocked at the unlawful actions of the MoH leadership. This illegality and arbitrariness must be stopped immediately. The situation is unacceptable and needs immediate resolution.
The staff asks Volodymyr Zelensky to protect the rights of 14 thousand people who work and study at ONMedU, to ensure the normal and stable functioning of the university. The president is asked to rescue one of the oldest and largest institutions of higher education in the country from Suprun.
