Denial of the false and distorted information regarding an office audit on the registration actions concerning ONMedU, conducted by the state registrar – private notary Dyshlova T.V.

ONMedU has received a notification from the Ministry of Health of Ukraine regarding the results of an office audit on the registration actions concerning ONMedU, conducted by the state registrar – private notary Dyshlova T.V., and holding the latter administratively liable.
Please note that the subject of this check was not the legality or unlawfulness of the duties of the a.i. Rector of ONMedU Sukhin Yu.V. !!!
In this case, the Ministry of Justice found only a violation of the notary, as a state registrar, legislation on state registration of legal entities, individuals-entrepreneurs and public formations.
Holding a notary administratively liable DOES NOT PROVE the unreliability of the entries made by such a notary as a public registrar to the Unified State Register, nor does it constitute grounds for the cancellation of the corresponding registration actions.
In addition, the mentioned is exclusively informational for ONMedU and does not bear any legal consequences !!! It is also mentioned in the letter of the Ministry of Justice dated 22.02.2019 № 6950 / 26568-26-18 / 19.3.1.
We would like to emphasize that, as of today, the data provided in the EDRPOU concerning the head of ONMedU Sukhin Yu.V. is not excluded from the EDRPOU and is not canceled, according to the information on the head of the ONMedU in the EDRPOU, the following is indicated:
“SUKHIN YURII Vitaliyovich – executive since August 31, 2018 (a.i. rector of ONMedU, who has the right to directly manage the activities of ONMedU, namely to exercise the powers, rights and obligations stipulated in Article 34 of the Law “On Higher Education” and paragraph 1 of section VI of the Statute of ONMedU);
SUKHIN YURII VITALIIOVYCH – signatory since 31.08.2018 (a.i. rector of ONMedU, exercises powers, rights and obligations stipulated in Article 34 of the Law “On Higher Education” and paragraph 1 of section VI of the Statute of ONMedU, approved by Order of the Ministry of Health of Ukraine dated August 18, 2016, No. 863).”
We also inform that by the decision of Odessa Regional Administrative Court No. 420/6440/18 dated December 11, 2018 GU DKSU in Odesa oblast is obliged to make payments to ONMedU only with the signature of the a.i. rector of ONMedU Sukhin Yu.V.
In addition, in accordance with the requirements of the budget law, the Treasury bodies make payments based on documents and the information corresponding to the data registered in the EDRPOU.
At the same time, taking into account the statements of Dubinina V.G. regarding the possibility of the latter to sign the budget of ONMedU, we announce that Dubinina V.G. DOES NOT have any lawful right to perform any duties of the rector of ONMEDU, as evidenced by the following:
– on September 6, 2018 Dubinina V.G. was dismissed from ONMedU by Order No. 606-l and, as of today, is not in labor relations with ONMedU;
– by the decision of the District Administrative Court of Kyiv dated September 27, 2018, No. 826/13413/18, the Order of the Ministry of Health of Ukraine of September 7, 2018, No. 1638, by which the Ministry of Health of Ukraine illegally recognized the performance of the duties of the a.i. rector of OMNedU Dubinina V.G., was suspended;
We draw your attention that Dubinina V.G. has never been included in the EDRPOU as the a.i. rector of ONMedU !!!, and therefore any statements by Dubinina V.G. as to performance of her duties as the a.i. rector of ONMedU and payment of salaries under her signature are absolutely illegal, not true and can not be implemented.
Thus, as of today, Sukhin Yu. V. is legally acting as the a.i. rector of ONMedU.
For the last 10 months, ONMedU is regularly the object of provocation. The Ministry of Health led by the a.i. Minister Ulyana Suprun openly mock people. They keep under constant pressure ONMedU staff, university clinics, students, and patients.
For 4 months, employees of all units, including university clinics, have not received any salaries, students haven’t been paid scholarships, hostels have been disconnected from gas supplies. By the way, this is the first time in Ukraine’s independence, that ONMedU can not pay for communal services, even in the terrible 90-th Medical University was the only higher educational institution in Odessa, which did not go on winter vacations.
And the heads of the Ministry of Health for some reason do not care about it! And they seem to be the representatives of the most humane profession! And such a cynical indifference to their colleagues! The Ministry of Health ignores its main task – to take care of the health of Ukrainian citizens and to develop health care in the country. Having found strong supporters in V.G. Dubinina, K.V. Aimedov, I. Pasternak and other traitors of the University, Suprun aims purposefully to dismantle one of the strongest medical universities in Europe, and thus deprive the medical sphere of the personnel, and patients of a chance to recover.
ONMedU – the first medical school in Ukraine, which restored the work of university clinics, which enabled it to finance itself for 86%. Is not this an achievement? The state allocates only 14% of its budget to the university. Is this not an economy for the country? It is amazing that Ulyana Suprun’s attitude towards Ukrainian legislation is welcomed by the Ministry of Justice of Ukraine. It turns out that a.i. Minister of Health Uliana Suprun is incompetent in the Law of Ukraine! She ignores court decisions, including the appellate court, and distributes knowingly false information. Once again, her wanderers are spreading rumors that Yu V. Sukhin is not the head of ONMedU and has been excluded from the Unified State Register. However, this information has nothing to do with the truth and is nothing but manipulation and distortion of the facts.
